eID and Kids-ID

Apply for a Belgian eID or Kids-ID in Japan

Applicants must be officially registered at the Embassy of Belgium in Tokyo.

The application for a new eID and KidsID can only be done at the Embassy of Belgium in Tokyo.

All applications require an appointment.

Child under 6 years old

  • Postal and in-person applications accepted. Physical presence at the Embassy is not required.

Child aged 6–12 years

  • In-person application required. The child must provide biometric data (fingerprints, live picture and signature).

Youth aged 12–18 years

  • In-person application required. The applicant must provide biometric data (fingerprints, live picture and signature).

Adult (18 years and older)

  • In-person application required. You must provide biometric data (fingerprints, live picture and signature).

Alternative: Apply in Belgium

  • Applications can also be submitted at a Belgian municipal office.

Children Under 6

Required Documents
  • Kids-ID application form (signed by both parents): NL (PDF, 209.77 KB) | FR (PDF, 209.55 KB)
  • One passport photograph (dimensions 3.5cm × 4cm; head height minimum 3.1cm; white background; no shadows)
  • Copy of the child's Japanese Residence Card (Zairyu Card) or Japanese Residence Record (Juminhyo - only for residents in Japan who have dual citizenship and do not possess a Resident Card)
  • Copy of the child's foreign passport (required only if the child holds another nationality)
  • Current Kids-ID (or original police report if the card has been lost or stolen)
  • Two self-addressed LetterPack Plus (red) envelopes for postal delivery (optional)
Application Procedure

By post

  1. Send all required documents to the Embassy by post.
  2. Contact the Embassy by email to request a payment link.
  3. Complete payment using the provided email link. For fee information, see Consular Fees.

In person:

  1. Schedule an appointment using the Embassy eAppointment System.
  2. Attend the appointment in person with all required documents.
  3. Complete payment at the Embassy using electronic payment methods only. Cash is not accepted. For fee information, see Consular Fees.
  • The card will be issued and delivered within approximately 5–6 weeks.
    • If in-person pickup is selected, you will receive an email notification when the card is ready.
    • If postal delivery is selected, the card will be sent to your provided address.

Note: Card activation is not required for applicants under 12 years of age, but is recommended if you want to make use of the Kids-ID Emergency Contact Feature.

Children Aged 6–12

Card Activation

To activate the electronic functions of the eID (online signatures, Tax-on-web access), the applicant must return to the Embassy by appointment with your new card and PUK code. This activation can only be done by the holder of the card.

The activation can be done when the card is picked up in person at the Embassy.

Alternatively, the card can also be activated abroad at any other Belgian Embassy/Consulate, or in Belgium at your last registered place of residence.

Card Activation

Additional information

Card Validity Periods
  • Children under 12 years: 3 years
  • Youth aged 12–18 years: 6 years
  • Adults 18 years and older: 10 years

 

eID Uses and Benefits
  • Travel: Valid travel document within the European Union.
  • Online Services: Enables access to Belgian government services, including Tax-on-web and MyMinfin.
  • Continued Validity: The eID remains valid if you relocate to another country or return to Belgium, provided your address is updated in the National Register.

Loss or Theft of Card

In the event of loss or theft, take the following steps:

  1. Report the loss to the Japanese police immediately.
  2. Report the loss to Checkdoc to prevent identity fraud.
  3. Contact the Embassy by email to initiate the replacement process.

 

Kids-ID Emergency Contact Feature

Kids-IDs include an emergency contact system. If a child becomes lost, the finder may call the phone number on the reverse of the card to reach emergency contacts that you have registered on the HelloParents website.
